Partner dashboard - create new customer account

Hi,
I want our staff to be able to log in as a partner in the front end, and be able to create a new customer account. Is this possible?

I want to do this so the staff can add an account, then create a reservation for the new customer, without having to go into the admin backend.

I've worked out that they can add a new account by not logging into the website, but I don't want general public to have the option to create new accounts as well - I want them to only be able to send in an enquiry form about making a reservation.

If I can't do it through the partner dashboard, is there another way to do it?

So far, so good with integrating Joomla 4/Solidres... although having some teething issues with Fabrik 4 (not unexpected...)
