Can't install - Unable to find install package

I have a "vanilla" Joomla site, version 3.9.12 and I've downloaded Solidres_Full_Package_v2.9.1.zip but when I try to install it all I get is:

Error
There was an error uploading this file to the server.
Unable to find install package

I've checked the PHP options and post_max_size is 8M and upload_max_filesize is 4M so they should be adequate.

I've already installed a template and JCE editor so it's not a permission problem.

What's wrong?

Please make sure that your site does not have any file permissions issue and try again, look like the uploaded file could not be save into your server after being uploaded.

You can check file permission issue in your Joomla System Info > File permissions.
