How to make cell phone numer or mobile number mandatory instead of landline

you can access it from your Server:
(for example) cPanel > phpMyAdmin > select your Database > look for the #_sr_geo_states table > manage / add records as you want

Anyway, for me the best solution is to post here the States/Province you found wrong,
In this way the @Solidres team can fix them for all us into the next release...
