[2.13.2 issue] #__sr_geo_states to add new state line

right now for Panama country we have these #__sr_geo_states (`country_id`, `name`, `code_2`, `code_3`, `state`) VALUES:
(165, 'Bocas del Toro', 'PA-1', 'PA-1', 1),
(165, 'Coclé', 'PA-2', 'PA-2', 1),
(165, 'Colón', 'PA-3', 'PA-3', 1),
(165, 'Chiriquí', 'PA-4', 'PA-4', 1),
(165, 'Darién', 'PA-5', 'PA-5', 1),
(165, 'Herrera', 'PA-6', 'PA-6', 1),
(165, 'Los Santos', 'PA-7', 'PA-7', 1),
(165, 'Panamá', 'PA-8', 'PA-8', 1),
(165, 'Veraguas', 'PA-9', 'PA-9', 1),
(165, 'Panamá Oeste', 'PA-10', 'PA-10', 1),
(165, 'Emberá', 'PA-EM', 'PA-EM', 1),
(165, 'Guna Yala', 'PA-KY', 'PA-KY', 1),
(165, 'Ngäbe-Buglé', 'PA-NB', 'PA-NB', 1);

From 4th December 2020 a new "Comarca" Province (State) has been created: es.wikipedia.org/wiki/Comarca_Naso_Tj%C3%ABr_Di

For the upcoming release should be added the line:
(165, 'Naso Tjër Di', 'PA-NT', 'PA-NT', 1);

PS - You can use the line ID 2861 for it, because it is an incorrect duplicate "Kuna Yala" line of the "Guna Yala" right one.

Solidres 2.13.2, as far as I see it has not been added.

PS - You can use the line ID 2861 for it, because it is an incorrect duplicate "Kuna Yala" line of the "Guna Yala" (the right one).

615 - 'Emberá-Wounaan', 'PA-EW', 'PA-EW'
