Plugin Complex Tariff was created by info@inventiaplus.com
I installed the plugin Plugin Complex Tariff and when I access the administrator tab labels appear where text should appear.

Example labels:

{{ 'SR_TARIFF_NOTICE' | i18n }}
{{ 'SR_TARIFF_ACTION' | i18n }}
{{ 'SR_TARIFF_APPLIED_PERIOD' | i18n }}
{{tariff.valid_from}}
