Payment after confirmation

I think it would be good and easy to implement a way to control that the payment could be permitted only after confirmation is done. This would reduce the number of refunds.

In some cases, Reservations are required of some additional documentation before the customer can complete the booking with the payment. In other cases, hotels should have overbookings in high demand periods. In such cases, it is prefered that the customer receives a confirmation from hotel previous to the payment to avoid booking refunds if reservation is not possible.

We use just Paypal at this moment, but We hope to be using RadiSys in the next future due to its wide utilization along Spain. RadiSys should be cheaper in terms of charges rate.
