Hi, is possible to implement country specific payment gate (many local banks, solved local VAT and finacial requirements, etc.) ? How, via API?

Yes it is possible by developing new Solidres payment plugin. The implementation details can be referenced from existing Solidres payment plugins (available for subscribers).
