Adjustment of rates based on more than one criteria

Hi,
How can I set a different rate based on the minimum or maximum of guests + number of rooms? For example:
1) up to 10 guests per room it will cost X rate;
2) 3 rooms with 25 guests, the cost will differ. For every 2 rooms booked in a single reservation and for a minimum of 15 guests, it'll be applied a different rate for those 10 guests left.
It's similar to a discount but I can't give a discount based on a number of rooms booked or minimum/maximum of guests.
I would appreciate some suggestions on how to solve this using complex tariff.
