I don't understand how it works exactly the complex tariffs and limit booking.

You can find the documentation section under menu Support - Documentation.

About tariff configuration, please check this one:

About Limit Booking, it is very easy, if you want to block room A from Nov 15 2015 to Nov 20 2015, then you can create a new limit booking for that date ranges, then select room A and save. Then room A will be unavailable for booking.
